on は本来「何かの表面にくっついている」ことを表す前置詞です。机の上の本（a book on the desk）のように、物理的に接触している状態が基本の意味になります。
ここから、何かに「接触＝支えられている」→根拠・基盤／ある状態に「接触＝入り込んでいる」→進行中・従事中／決まった時点に「接触＝ぴったり合っている」→一致・的中、というように意味が広がっていきます。
基盤・根拠を表す on のフレーズ
